Can I scan without a barcode?
Yes. Switch the camera to LABEL and photograph the printed panel itself - the nutrition table, the ingredients list, and the front of the pack.
This is the path that works on loose packs, imported goods and anything too new to be listed. It is slower than a barcode because a person or a model has to read the photograph, so the reading arrives a few seconds later.
